In August 2009, the status of Gilgit Baltistan was changed to a semi-provincial status through a constitutional order. Before that the area was administered separately and has never played a role in Pakistan’s politics.

The Gilgit-Baltistan Empowerment and Self-Governance Order 2009, gave people the right to have a legislative assembly and council. All the necessary steps with the installation of a legislative assembly and a provincial government structure were taken immediately after the amendment.

She completed her MBBS (Bachelor of Medicine and Bachelor of Surgery) in 1968 from Peshawar and became the first ever woman medical doctor of the region.

On 16 September 2010, at the age of 60, Shama Khalid passed away.  She died of cancer.
